John Higgins will speak about those who assassinated President Lincoln, those who should have been executed and those who were never indicted for the murder. John Higgins was employed by the department of veterans’ affairs for 35 years as a disability ratings specialist. His military career included an assignment as a special agent with the US army counter-intelligence corps. He is a member of the Civil War round table of Hatboro.
